Development strategy of Gradsko municipality for the period of 2000-2003 was based on intensive investments activities in the sectors of education, healthcare, culture and builiding of communal infrastructure and local ways.
Finances for these projects were given by the state government institutions as well as international governmental and non-governmental organizations. In 2000, a part of the local way Gradsko-Podlec village (2 km length) was asphalted, with fully invested funds of 10 million denars. The start of renovation of the educational institutions was in 2001. The school builiding in Gradsko was the first renovated one and in the same time two new school rooms were built as well as a steam-heating was installed. Wholly amount of investment funds was 10 million denars. The investment process was continued in the sector of education the following years.
In 2002, the old school building in Vinichani village was reconstructed, by the Dutch government investment funds amounted 3 million denars.
In 2003, the elementary school in Nogaevci viilage was renovated and also auxiliary room and interior toalets were built an annex, the total investment of 1,5 million denars. In the same time, the school building in Vodovrati village was repaired.
